Support to Project Preparation for Environment and Climate Change Sector in Montenegro

The overall objective was to assist the Montenegrin administration in the implementation of the Instrument for Pre-Accession Assistance (IPA), in the preparation of investment projects and improvement of mechanism for an effective EU accession process.

In short

Main task was the preparation of projects in the Water Supply, Wastewater, Waste, Nature and Flood Protection Sectors, by means of e.g. field studies, feasibility studies, designs, cost benefit analysis, environmental impact assessments, tender documentation in line with the Montenegrin Law on Planning and Construction and EU best practices.

The Contract between the Montenegrin Public Works Administration (later on named Capital Projects Administration) and the JV COWI A/S (Denmark) and CeS.TRA (Serbia) for the Project Preparation Facility (PPF) was signed on 16/12/20 for a value of EUR 3,234,000. The team was mobilised on 18/01/21 and a kick-off meeting was held in Podgorica with MERT (previous MESPU) on 21/02/21. The original completion date was 17 January 2024.

The Contract was extended in the course of Contract Addendum #06 in May 2024 to a value of EUR 4,378,890 and completion date to be 21 December 2024.

In total 33 Sub-Project and SPASS were completed, all in the WS, WW, SW and NAT sector as well in Capacity Building in these sectors – all aiming to support MNE in achievement of Chapter 27 objectives. Beside the previous, some SPASS (Small Project Advisory Support Service) were initiated, however for numerous reasons not completed.

Summarised, the following was elaborated/ delivered/ conducted:

  • In total 33 Sub-Projects/ SPASS were implemented and completed
  • 10 Supervision Tender Dossiers were elaborated
  • 12 Works (incl. Designs) Tender Dossiers were elaborated
  • Total value of Works Tender:             ~ 100 MEUR
  • Total value of Supervision Tender:   ~ 12 MEUR
  • 30 Cost-Benefit Analyses, 25 of them under WS.AC
  • Inventory of Investment Needs in the Water Supply Sector for all 25 Montenegrin Municipalities’ Centres/ 23 Water Supply Systems
  • Numerous Design Review Reports
  • 17 Training Workshops were conducted
  • 2 Study Tours (Spain and Portugal) were conducted
  • 33 Monthly Reports were delivered
  • 7 6-Monthly Reports were delivered
  • about 20 procedures for provision of offers were conducted and accordingly brief evaluation reports were elaborated, dominantly for surveys
  • 5 procurement procedures were directly supported via e.g. participation in evaluation committees as advisors/ observers, drafting of responses to requests for clarifications
