Brief Sub-Project Description
The Ada Bojana coastal stretch is dependent on river solid transport coming from the Bojana and Drin River catchments. When the dam on the Drin was built in the 1970s, the solid transport of the Bojana-Drin system suffered a drastic decline. Lake Scutari, a large and deep sediment trap for Bojana river catchment, in fact does not allow significant solid transport except for the materials of the finest fraction, not useful for keeping the affected beaches in balance. Erosive phenomena on the emerged beach of Ada Bojana, following the Drin dam construction, began to appear in the 1990s, progressively worsening in the 2000s with a tendency towards rectification of the coastline already clear in 2007 and even more evident in last 15 years.
As reported in the “Rapid Assessment of the Ecologic Value of the Bojana-Buna Delta” (Euronatur, Radolfzell – 2006), probably starting before the 20th Century, the Delta had a general progradation given by an increase of river solid transport, both connected to a post glacial climate change effect and to the Drin connection to the Bojana river, occurred during the second half of the 19th Century. In the last decades, due to decrease of solid river transport connected to the constructions of dams on the Drin basin, the Bojana Delta faced a diffuse erosion phenomenon. Is estimated that in the last 30 years, they have been lost about 300 m of emerged beach in Ada Bojana delta cuspid where the northern part appears in a sedimentary equilibrium with no significant erosion phenomena.
Focusing on Ada Bojana it is evident the erosion trend. The coastline of 2007 shows that after 12 years (in 2019) about 100 m of beach were lost on Ada Bojana. The resort area on Ada Bojana, in the last 12 years the first line of buildings, they can be seeing under construction in 2007 destroying the historical dunes, are now in the sea given the retreat of the coastline due by erosion phenomena.
The aim of the Sub-Project was to provide input for the decision making by the Beneficiary on the long-term solution for conservation and revitalisation of Ada Bojana, according to its high environmental value, its vocation as international tourist destination and its relevance for the economic development both at local and national scale.
A staged approach was defined as follows:
- Stage 1 Analysis of present situation
- Stage 2 Identification and planning of required next preparatory steps and surveys
- Stage 3 Definition of mitigation (and remedy) means and elaboration of ToR for development of the Master Plan
- Stage 4 Procurement of company specialised in development of Master Plans/ Spatial Planning
- Stage 5 Implementation of the Master Plan
Stages 1 – 3 were completed under PPF and Stages 4 – 5 were defined in Stage 3.
Sub-Project Implementation
NAT.01 started as a SPASS Activity (SPASS#03), which is considered as Stage 1 thereof. In total 3 Stages were implemented. Information for all Stages are presented all at once hereunder.
All required Activities for all Stages were concluded, as there were:
- Initiation Workshop
- (Pre-) Kick-Off Meetings held
- Collection of available data and documentation thereof

- Grain Size Colour Analysis
- Interferometric Data Elaboration and Analysis Service for Subsidence Assessment
- Topobathymetric Survey (of Velika Plaza and Bojana Delta)
- Bathymetric Survey & Sediment Sampling (Bojana River)
- Drone Surveys
- Data collection/ interpretation
- Regional Scientific Public Debate on Coastal Zone Protection Management with Focus on Beach Erosion (University Cultural and Sports Center, Podgorica, 08/06/23)
- Presentation of Results of the 2nd Stage of Project Implementation (Europe House, Podgorica, 11/06/24)
- Final Reports for all Stages, including recommendations for downstream Stages
- Further Outputs:
- ToR for the specialised company in development of Master Plans/ Spatial Planning
- ToR for Numerical modelling of morphodynamics of Ada Bojana coast in past and future scenarios
- Within Stage 3 it was foreseen that Stage 4 shall be prepared, by means of preparation of ToR for the specialised company in development of Master Plans/ Spatial Planning; further it was foreseen that a specialised company shall be procured and contracted by PPF and financed by its Incidentals; the ToR were developed and are available as one output, however due to lack of available Incidentals, a company was not procured and thus NKE days foreseen for supervision of the company were to be deducted
