EIONET (SPASS#20)

  • Objective: to provide Technical Assistance for establishing of the European Environment Information and Observation Network (EIONET)
  • Outputs:
    • Status Report: “Status, current and future Needs for establishing EIONET
    • Supply Procurement Support
    • Recommendations of the Status Report:
      • Legal and Institutional Framework
        • Evaluation of the Current State: it is recommended that a comprehensive evaluation of Montenegro’s existing legal and institutional framework be conducted to ensure alignment with EIONET requirements. This should include a thorough review of national laws, regulations, and the capacities of institutions involved in environmental monitoring and reporting.
        • Legal and Institutional Enhancement: amendments to existing legislation and regulations may be necessary to fully align with EIONET standards. Institutional roles should be clarified and strengthened, with enhanced coordination mechanisms established between relevant agencies.
      • Data Management and Reporting
        • Development of the Environmental Information System (EIS): it is recommended to develop and/or enhance the Environmental Information System (EIS) to support the data management and reporting needs of EIONET. The EIS should be designed to comply with EEA standards, facilitating accurate and timely data collection, processing, storage, and reporting.
        • Integration with EIONET: the EIS must be fully integrated with the EIONET platform, enabling seamless data exchange between Montenegro and the European Environment Agency (EEA). This integration should be prioritised to ensure effective participation in the EIONET network.
      • Challenges and Future Directions – Scope of Works
        • First Activity: Evaluation of the Current State: a detailed assessment of the current legal, institutional, and technical conditions is required to establish a baseline for EIONET implementation. This should involve identifying existing strengths and gaps.
        • Second Activity: Development of the Environmental Information System (EIS): the design and development of the EIS should be prioritised to meet the specific requirements of EIONET, ensuring compatibility and efficiency in environmental data management and reporting.
        • Third Activity: Training and Advisory Service: a training program should be developed, complemented by advisory services, to build the capacity of key institutions involved in EIONET. This will ensure that all stakeholders are adequately prepared to manage and utilise the system effectively.
