Brief Sub-Project Description
The general and specific objectives of the Sub-Project were:
- to verify and specify an inventory of operational AC-Pipes of the Water Supply Systems of MNE’s Municipal Centres
- to estimate present and future water demands – in order to dimension the AC-Pipes to be replaced according to future needs and in regard to Climate Change
- to harmonise information of the existing WSSs and the Water Utilities in the municipal centres of MNE
- to elaborate cost estimations for replacing operational AC-Pipes and to base them on variable input parameters
- to perform Cost-Benefit Analysis (CBA) and prepare an investment plans
- In order to reach above objectives, skeleton hydraulic calculations shall be performed

Sub-Project Implementation
The Main Task was to make an inventory of investment needs in the Water Supply sector in all 25 Municipalities in Montenegro.
The following main steps were undertaken, in order to reach the Sub-Project objectives:
- Establishment of Working Group, consisting of representatives of MERT, PROCON, Union of Municipalities, Association of Waterworks, Eco-Fund, Vodacom and Regulator (REGAGEN)
- Questionnaire (QUEST) and related Guidance Book developed; agreement with Working Group on its structure and content found
- Conduction of seven Road Shows (introductory meetings with the Municipalities/ Waterworks) in Berane (22/09/23), Niksic (27/09/23), Podgorica (28/09/23), Tivat (25/10/23), Mojkovac (26/10/23), Ulcinj (01/11/23) and Plav (02/11/23)
- The Project/ Questionnaire Presentation, as presented in the course of the Road Shows and the 1st Working Group Meeting, is content of the electronic PPF documentation
- Reporting Template developed
- Standard CBA model developed; agreement with Working Group on its structure and content found
- Standard filing according to ISO developed and applied
- Data collection/ interpretation
- Conduction of seven Working Group Meetings, held on 26/09/23, 08/11/23, 14/12/23, 31/01/24, 04/03/24, 04/04/24 and 14/05/24
