The Study had the following specific objectives:
- Re-assess the suitability of the selection of the site “Celinska Kosa”
- Re-assess the concept for recovery and recycling facilities at CWMF-N
- Assess the suitability of 8 pre-selected sites (6 are already identified by the Municipality of Bijelo Polje, 2 shall follow until time of Sub-Project implementation) with evaluation and comparison of optional solutions
- Develop objective, verifiable and transparent Selection Criteria that build on a needs and impacts assessment
- Prepare a timetable and tasks for downstream implementation
- Prepare a preliminary design of the required facilities, including cost estimations
- It was defined as a condition that the MUN Bijelo Polje will provide 8 potential locations, of which its suitability for serving as location for the CWMF-N (Central Waste Management Facility – Northern Region) to be assessed
- The MUN managed to provide 6 locations only, thus the Sub-Project was cancelled to be implemented under PPF, though the Draft of the NWMP (2023 – 2028), which was already available at time of filing the DoA, recommended the construction of a CWMF for the Northern area in the region of Bijelo Polje
