The objective of the assignment was to support MERT and the Municipality of Niksic for the development of a sound waste management system at municipality level that will comply with the national and EU requirements. A staged long term assignment was proposed in order to use the resources mostly feasible and to sustain flexibility during the assignment. Main Stages proposed were as follows:
- Stage 1 Analysis of present situation and implementation of a multi-criteria decision analysis (MCDA) for screening of potential sites and identification of the most suitable locations for a Temporary Landfill and Transfer/ Recycling Station
- Stage 2 Collection of the data for preparation of the documents for Niksic Regional Waste Management Project
- Stage 3 Preparation of subproject implementing documents (to be finetuned at the end of 2nd Stage)
- Stage 4 Preparation of Procurement Documents
- Stage 5 Procurement assistance (optional)
- Sub-Project was suspended by MERT, till issuance of the updated National Waste Management Plan for Montenegro 2023 – 2028 (NWMP; prepared by EPEM-Safege-EPEM Engineering in time period 2023/ 24), which was done in March 2024
- Though the final update of the NWMP was available as of March 2024 (however at that time not ratified) and since within the NWMP the construction of a Transfer Station in Niksic was evaluated as being cost-effective, it would have been worthwhile considering lifting the suspension
- Till end of PPF lifetime this suspension was not lifted
