Small Project Advisory Support Service (SPASS) which are listed hereunder, were not further followed up respectively cancelled or not endorsed by EU-D. For administrative reasons those SPASS are attributed within the overview map to Podgorica.
SPASS #01 – Natura 2000
- ToR for Contribution to the establishment of the Natura 2000 Network for Montenegro were reviewed in May 2021, however not further followed up/ cancelled
SPASS #02 – Waste Management
- ToR for Support to Implementation and Monitoring of Waste Management were reviewed in December 2021, however not further followed up/ cancelled
SPASS #05 – SW Niksic
- Multi-criteria Decision Analysis for location of the Niksic landfill
- The output (Multi-criteria Decision Analysis) was accepted by MERT beginning of 2022, however not further followed up/ cancelled
SPASS #06 – Awareness Tool SW
Objectives:
- access and sustain compliance to the EU legislation and practices in the solid waste management in Montenegro
- develop a tool for enhancement of awareness of Montenegro citizens by encouraging their voluntary but active participation in solid waste management (SWM) and conclusively by increasing the level of SWM countrywide
- basically, to develop an IT-tool for collecting information on illegal waste dumps through crowdsourcing
Activities:
- A Memorandum was set-up in November 2021, outlining the institutional framework, discussing implementation options, defining the scope for developing this IT Tool, providing a comparative analysis and summarised the risks, assumptions and open issues
- The Memorandum was not further followed up and thus no tool was developed
SPASS #08 – Location Study Dobre Vode
- basic initiatives were undertaken by PPF in 2022, however not followed at a very early stage; no output
SPASS #12 – Natura 2000 Visit
- due to irrelevance for project preparation or any other task under PPF, the planned tour did not find its agreement by EU-D
SPASS #14 – OP: Institutional Set-up
- The objective was to provide support in designing and setting up the administrative structures for IPA III for IPA 2024-2027 Environment and Climate Change Operational Programme implementation
- SPASS #14 was not endorsed by EU-D
