Temporary Landfill and Transfer / Recycling Station of Niksic – Stage 1

During the summer of 2021, spread of bush fires in Niksic imposed strong priority for the rehabilitation of the existing dump area and implementation of a sound waste management system.

On 24 August 2021, the Project Preparation Facility for Environment and Climate Change Sector (PPF) held a meeting with the Waste Management Division (WMD) of the Ministry of  Ecology, Spatial Planning and Urbanisation (MESPU) to initiate a technical assistance under the Small Project Advisory Support Services (SPASS) to conclude the MCDA Study. On 17 January 2022 the Nikšić waste management project was added to the list of projects supported under the PPF contract.

The objective of the assignment is to support MESPU and Municipality of Niksic for the development of a sound waste management system at municipality level that will comply with the national and EU requirements.

Since the National Waste Management Plan of Montenegro is being updated the coordination of the National WMP and Regional WMP to be prepared under this assignment is critical. Therefore a staged long term assignment is proposed in order to use the resources mostly feasible and to sustain flexibility during the assignment:

Stage 1 Analysis of present situation and implementation of a multi-criteria decision analysis (MCDA) for screening of potential sites and identification of the most suitable locations for a Temporary Landfill and Transfer/Recycling Station (completed on 11 January 2022, with the approval of the WMD).

The activities implemented during the first stage were:

  • All present and additional relevant data, studies, documents and maps to be provided by WMD and Niksic Municipality (and those accessed freely from other sources) were reviewed.
  • The framework for the MCDA was designed. Criteria and subcriteria factors, weighing factors relevant to temporary landfill were defined taking the Montenegrin legislation into account and in cooperation with the WMD and Niksic Municipality.
  • Quantitative assessment matrixes were prepared and the checklist (Annex 1 of the Rulebook) for Site Selection of the Landfills were filled to validate the site suitability.

Outputs of 1st Stage are:

  • Report on MCDA
  • Filled draft checklist for the decision of the Location of the Temporary Landfill (Annex 1 of the Rulebook)

Stage 2  Collection of the data for preparation of the documents for Niksic Regional Waste Management Project 

Duration foreseen for this stage is estimated as 6 months following the kick-off meeting.

  • Preparation of a preliminary objective, scope, geographical coverage and activity description for the overall project cycle and establishment of a consensus with the Niksic Municipality and WMD.  
  • Assignment of the experts to be involved in that stage in compliance with the PPF Contract.
  • Meetings, coordination and agreement on the details of the assignment with Niksic Municipality, WMD and other relevant stakeholders.
  • Preparation of templates and guides for collection of all accessible data for preparation of the project implementation documents
  • Analysis of the legal and policy framework for including planning and construction, environmental protection, land use, water management, public procurement, and health and safety regulations applicable during the preparation, implementation and operation of the project.
  • Analysis of the milestones and durations for permits and other procedures that the project must follow.
  • Definition of all applicable Montenegro and EU (and IFI if exists) requirements and standards for the implementation.
  • Comparative analysis for determination of the least cost options for transfer and disposal of the municipal wastes of Kotor, Herzeg Novi, Tivat and Budva Municipalities, considering the Niksic RWMC and other potential options.   
  • Implementation of topographical, geotechnical, hydrogeological, seismic , … surveys at the potential project site(s).
  • Updating of the DoA for the proceeding stages of the Project.

The outputs of this stage will be:

  • The Project Basis Report including the relevant legislation, national and EU requirements, validation of the potential landfill site, determination of the service area, technical options to be further accessed in the proceeding stage and basis for the preparation of the designs, feasibility, CBA and ESIA of the of the waste management facilities.
  • Site surveys of the potential project sites (particularly landfill)
  • Updated and detailed DoA for the remaining stages of the Project

Stage 3  Preparation of subproject implementing documents (to be finetuned at the end of 2nd Stage)

  • Preliminary design for the Central Landfill (based on the urban-technical conditions to be issued by the Niksic Municipality and site surveys and compliant with the Law for Waste Management and EU Landfill Directive) to be subjected to approval of the Official Review as per Montenegrin legislation 
  • Preliminary Design for Transfer/Recycling Stations (based on the urban-technical conditions to be issued by the Niksic Municipality and site surveys and compliant with the Law for Waste Management and EU Waste Framework and Packaging Waste Directives) to be subjected to approval of the Official Review as per Montenegrin legislation 
  • Preparation of the Feasibility Study for Waste Management Systems for Niksic and associated Municipalities. 
  • Implementation of waste management hierarchy
  • Comparative analysis for municipalities to be included in the waste management system
  • Option Analysis for collection, treatment, recycling and disposal strategies
  • Tariff studies taking the household and institutional affordability’s.
  • Institutional feasibility and strengthening proposals to ensure operational sustainability 
  • Cost benefit analysis for the selected option assessing the no-project, business as usual and with project-cases.  
  • Main Design for construction of Central Landfill (compliant with the Law for Waste Management and EU Landfill Directive) to be subjected to approval of the Official Review as per Montenegrin legislation 
  • Environmental and Social Impact Assessment (for relevant components, compliant with the Montenegrin legislation and relevant EU Directives)
  • Collection of the available environmental baseline data
  • Implement public hearing and stakeholder consultations as per EU and Montenegrin legislation.
  • Prepare the Final EIA Report and its -Non-Technical Summary for submission to the consent of the competent authority. 

Stage 4  Preparation of Procurement Documents    

  • Preparation of a procurement strategy
